Reconvened Board of Review – Tuesday, August 2, 2016 – 10:00 am – Linn Town Hall

Chairman Weiss called the meeting to order at 10:03 am. Present at roll call were Chairman Weiss, Supervisors Jones, Rasch, White, Palmer, Clerk/Treasurer Polyock. Dean Peters and Luke were also present from Associated Appraisal Consultants.

Jones/Palmer motion to nominate James Weiss as Chairman of Board of Review, nominations closed. Carried, James Weiss chairman.

Palmer/Rasch motion to nominate Chris Jones as vice-chairman of the Board of Review, nominations closed. Carried, Chris Jones vice-chairman.

Sue Polyock and Chris Jones have met the mandatory training requirements.

Dean Peters presented the completed assessment roll. The Board decided to hear all cases and deliberate at the conclusion of all hearings.

Rasch/Palmer motion to recess until the first objector arrives. Carried. 10:20 am

The assessor and each of the objectors as they appeared were sworn in.

Board of Review reconvened at 10:40 am when Bonnie Brae Partners, LLC. Bill McClayton objector. He feels the fair value is $1,510,000 the amount he paid. Dean Peters explained it has been reduced already from last year to account for the issues Bill presented. He stated usually piers are not considered personal property. Sale comparables were given. Jones/Rasch motion to close testimony on this case. Carried. 11:25 am.

Richard Ceisel, N2447 Shady Side Dr. – Fair value is $375,000. Richard feels the land is over assessed due to recent land sales in subdivision. The house is in need of updating. Palmer/White motion to close testimony on this case. Carried. 11:40 am.

Mark Michelini, W3216 S. Lakeshore Drive Unit 11 – This property is part of the Hayloft Condo’s. He felt it is over assessed due to a recent sale in 2016. Peters explained the sale is too recent to determine if it is an arm’s length sale and not a distress sale. White/Palmer motion to close testimony on this case. Carried. Noon

Deliberation:

Bonnie Brae Partners, Bill McClayton. The objection is for two parcels. There is a home on each parcel. The first motion Palmer/White to modify the assessment to $1,510,000. That motion was changed to modify the assessment to $1,650,000. The motion was then withdrawn. Palmer/White motion that the assessor valuation is correct. Roll call vote – all in the affirmative.

Richard Ceisel. The assessor said he would be willing to reduce to $377,900. Jones/Palmer to change the assessment to land - $92,000, improvements - $285,900 = $377,900. Roll call vote – all in the affirmative.

Mark Michelini. The sale referred to was in February 2016. There has only been one sale previously for $63,200. White/Palmer motion to modify the assessment to $65,000. Motion withdrawn. Jones/Palmer motion that the assessor valuation is correct. Roll call vote – all in the affirmative.

Jones/Rasch motion to adjourn. Carried. Meeting adjourned at 12:30 pm.
