Regular Town Board Meeting-Monday, July 11, 2016-7:00 pm-Linn Town Hall

Chairman Weiss called the meeting to order at 7:00 pm. Present at roll call were Chairman Weiss, Supervisors Jones, Rasch, White, Palmer, Clerk/Treasurer Polyock, Atty. Schiltz. There were ten people in the audience.

Jones/Rasch motion to approve the minutes of the June 13 (2) and June 27, 2016 meetings as distributed. Carried.

White/Palmer motion to pay the bills in the packet and those distributed tonight. Carried.

Jones – call from Diane Thompson about the deer population in Wooddale subdivision, she was directed to contact the DNR

GLEA: Tom Leith reported the meeting was a bookkeeping meeting. There is state wide control of shoreland zoning rather than local. The Geneva Lake Assoc. is starting the Shoreline Initiative.

Geneva Lake Use: Chairman Weiss stated the there is an intergovernmental meeting on Thursday and they will set the meeting time and date for Geneva Lake Use Committee.

Chairman Weiss gave an update on the Zenda drainage project. The drainage easements have been done; however, the Town did not know part of the drain tile would be on the Polyock property. The tile will be reduced so it will no longer be on the Polyock property. Another update will be on August agenda. Atty. Schiltz will contact the parties to take it off the Polyock property and Supervisor Palmer will verify.

Chairman Weiss stated Brian Lynch (son) stated that after Barb Hill sold the Owl Tavern, the new owner increased the amount of parking. The Lynch’s said they are open to negotiations, but do not want to put a barrier up. The statement was made that at times it would be difficult to get an emergency vehicle through. The raze permit for the house did not require replacement or a retaining wall.

Rasch/Palmer motion to hire Katie Eppley as a boat launch attendant. She will be going back to school mid-August. Carried.

Three companies had given bids on 2025 Comprehensive Plan update. One company backed out as they found they were too busy at this time. The Board interviewed the remaining candidates. Jeff Sanders, Community, Planning & Consulting was interviewed on June 13, 2016. Bid base price - $18957.50. The Board was impressed by the tools he had available and that he had done both rural and lake communities. Tim Schwecke, Civi Tek Consulting was interviewed on June 27, 2016. Bid base price - $14,965.00 He was more of a “one man” company. Both company’s presented a base price with add on as you proceeded. Weiss/Rasch motion to accept the Community Planning & Consulting bid with the amount not to exceed $30,000 coming from the reserve account for Comprehensive Plan update. Carried.

Rasch/White motion to allow the Fire/EMS Dept. to spend over $500for the pig roast, August 14, 2016. Carried.

There was one bid received for 2016 sealcoating of the roads. Palmer opened the bid from Fahrner Asphalt Sealers. The bid for S. lakeshore Drive from Fontana to Luis Pizza is $113,656 (4 miles). The bid for Snake Road, from fire #3191 to Hartshorne Lane is $23,650 (less than 2 miles). They cannot guarantee the sealcoating with chips can get done this year as they only do it until the first of September. They would honor the bid and perform the work early in 2017. The bids that are quoted are for GSB-88 emulsion. There are no chips on it. The life of the product is 5 – 7 years. It can be used on roads with a PASER reading of 8 and above. It can also be applied after September 1. Palmer/Jones motion to accept the bid for GSB-88 emulsified gilsonite modified pavement sealer on Snake Road at $23,650. Carried.

Jones/White motion to adjourn. Carried. Meeting adjourned at 7:45 pm.
